Horrible van, horrible service

My husband is a quadriplegic and we rented a van through Florida Van Rentals after he called and spoke with a reservation agent. He works for a mobility company who also rents accessible vans, so we were surprised when we arrived and received a van that should have been out of commission. The van's power lift did not work (the buttons were there), but we were told that it was a manual van and I should lift and lower the ramp manually. Inside there were exposed wires, the airbag light was on showing that it was disabled and there were missing panels. We had taken a shuttle to the van and did not want to be stranded there, so took the van. It shook like it needed a front end alignment, especially once you hit 60 mph. My husband immediately called the manager who promptly transferred him to a reservation agent. He persisted in calling for the manager, who finally admitted that the ramp "needed work." She also stated that she would drive the van "to see" if it were indeed shaking (guess she didn't believe us). Worse experience ever, and I worried that I'd lose a finger each time I had to heave and pull on that ramp. Unacceptable.
